50 evinrude air filter?

My '96 50 horse evinrude will not run over 3 RPMs with the cover on, but as soon as I take the cover off the motor it runs fine? Im guessing that it is either a carb prob or an air prob? But i noticed there was no air filter in the moter (just purchased it) Do 50 horse rudes have air filters? any suggestions. Thanks.

Outboards don't use air filters, KC.<br /><br />Look for an exhaust leak or loose sound insulation under the bonnet, starving the engine for air.<br /><br />Good luck. :)
