OK I found out what was casuing the problem but I have no idea what it is called.
It is located under the flyweel and has a switch which touchs a flat disc when the throttle is advanced and then kills power to the starter I guess to prevent the starter from activating in gear. It has a white wire which goes to a lead on the Starter sillenoid The problem is the spring inside is broken and I want to buy a new one.
Also how much and where can I get it and also a Choke coil?

TIA

boatingca
