overcharging 1990 omc 140 hp regulated 10/35 amp system

At the end of last season the electrical system quit charging as evidenced by a volt meter with no deflection in the gauge and a dead tach. I just replaced the rectifier/regulator and installed a new diehard marine cranking battery. The engine is a 1990 omc seadrive 2.0 litre which is the same as a 140 hp johnson/evinrude V4 looper with a 10/35 amp regulated charing system. The voltage output to the battery tested with a multi-meter indicates 13.5 volts until the engine reaches 2500 rpm at which time the voltages increases to 15.1 volts and at 5700 rpm reaches about 17 volts. Could the stator or power pack also be bad? Also I have read about the need to vent the water jacket to prevent air pockets causing the rectifier/regulator to fry. Where can I get the kit or parts to vent the waterjacket? Any help appriciated

I solved this problem, apparently the new rectifier/voltage regulator was bad so I purchased a new one from OMC and cleaned all the wires and terminals prior to installing, I also put locking nuts on the battery post vice wing nuts. The engine runs great and is putting out a regulated volatge to the battery of 14.5 volts.

Could you give me a part number on the stator. I am looking to swap my 73 V4 135HP evinrude 6/10amp unregulated stator in on something with more power and regulating it..
