Idling problem Evinrude 7-1/2 hp Fleetwin outboard motor

This is a very old (1960's) motor. Once started the motor runs very well, but it will not idle slowly. I have to keep the idle screw totally closed at all times. When cold the mixture has to be adjusted using the choke control. Any suggestions on a cure for this problem will be appreciated.

The carburetor is gummed up. It will have to be removed, cleaned and reassembled. Not a bad job.

If it has a cork float, replace it.
