1988 Evinrude 40 Hp that had the VRO removed by the
previous owner and did not the remove VRO pump he just by passed the VRO by running the fuel line stright to the carbs
The engine will not run more than 1000 rpm.
I'm thinking that the VRO pump needs removed and a fuel regular pump installed as it it fuel starved.
If this is the case then what do you block the oil injection ports into the cyl? Just leave a short piece of hose there and plug it?
Anything else I need to do?

If the fuel pump side of the pump is good then the pump doesn't need to be removed. The fuel lines need to be connected to the pump in order for the motor to get fuel to run. All that is needed to be done is to add oil to the gas at 50 to 1 mix and disconnect the three or four wire round plug coming off the pump so that the alarm won't go off for sensing no oil, also remove the oil tank hoses and harness. Retest the motor.

Hey 22....just to add to the good advice from outboardjake....(us outboards stick together) be sure to cap the end of the oil intake on the lower engine pan or the oil pump side of the VRO could suck air in and mix it with the gas. No a good thing.
