If you have the motor running, you already have the idle speed screw close to where it should be. You can tweak it by closing it (clockwise) until the motor stumbles, then turning it out (counterclockwise) until the the motor stumbles again from too rich a mix. Then set the knob at the midpoint between the two test settings. These motors do indeed exhaust a lot of stuff -- just the nature of the beast. They take a rich fuel mix (25:1). The high speed knob is set at open throttle, or close to open, when running the motor on your boat -- can't do it very well in a test tank, as you should not run the motor at high speeds in a "tank" that most of us amateurs use.
