Making a pontoon boat into a barge?

I was thinking of finding an old worn out pontoon boat with no motor, and stripping it down to nothing but the pontoons and the deck, and making a towable scuba diving platform out of it. As long as it's got a "stern" light on it, can I leave it anchored out in the water overnight? Possibly even tie my CC up to it, and just pitch a tent on the pontoon boat. How would I go about registering something liek that?

Check with your state department of transportations, but if it does not have a motor, I think it does not need to be registered.

bond.... most states have what is called non-powered vessel tags (stickers), you need to check with your secretary of state office as to the length/width/draft spec. on your vessel. most times it will be classified as a towed vessel.
