Default Over reving with coal off fine with it on! 1997 6hp evinrude 2 stroke?

OK I baffled and confused, cleaned out my carb becuase I was very bored and when I reinstalled it, it will only run normal with cowl on?! whats up with that?? it over revs evin at idle with the cowl off and normal with it on?!?!? whats up with that!?!?!?! every thing is adjusted right?

How do you know it is over revving? Do you have a tach on it?

it spins 3000 rpm at idle with it off, yes I have a tack
