Re: 76 evinrude 9.9
Greg.... Holding the carburetor upside down, the float should be ever so slightly higher than level. Meaning the end of the float farthest away from the hinge pin should be slightly higher. The high speed jet is a brass fixed jet that requires no adjustment.

The slow speed adjustment is the brass needle valve attached to that knob you mentioned. For proper adjustment of the slow speed, do this:

Gently seat that s/s needle valve, then back it out 1-1/2 turn. Start the engine & keep it in neutral. It will run pretty rough at that setting but keep the throttle set at where it will just stay running. Now, in segments of 1/8 turn, start turning that s/s knob in.After each 1/8 segment turn, wait for the engine to respond. As the rpms increase, lower the throttle again to where the engine will just stay running. Eventually you will reach a point whereas the engine will either start to die out or it will spit back through the carburetor (sounds like a small backfire). At that point, back the s/s needle out 1/4 turn. At some area in that 1/4 turn, you will find the smoothest idle setting. Good Luck.
