I have an 85 Johnson 115 that when running is hard to push the throttle past the half way point. Need a good push. But when the motor is not running there is no resistance the shifter is smooth.

ok, you're trying to change gears when the throttle is OVER half???

If so, most outboards have a mechanism that locks out the gear lever when the throttle is pushed up, this is to keep the lower unit from being abused/keep one from slammin into the dock.

I'll bet thats what is happening, you're overcoming the lockout mechanism and probably running the risk of damaging your gearset.

The issue is not with shifting. When going in forward the boat goes up to 1/2 power easily with the throttle shifter, at that point it get tough as if there was a kink in the cable and you have to push harder to get to full throttle. When the motor is not running however the throttle lever moves easily through the entire range so I don't think its the cable. It is almost as if there is a back pressure in the engine that is causing the problem.

pmeier....disconnect the shift and throttle cables from the engine then go through the shift and throttle up movement. If you still have the tight spot, there may be a kink in the throttle cable but I would tend to lean toward something amiss with the control box. May need a good cleaning. Also possible that the workings in the box are getting jammed.
