electric choke on Yamaha 55 EL not working.

The electric choke on my Yamaha 55 EL clicks when activated, but the solenoid does not pull the choke butterflies closed.On closer inspection I found the following, 1.The voltage across the coils is equal to battery voltage 12.8 volts when activated. 2.The choke activating switch is working (tested with a multi meter.)3.When switched directly across the battery terminals I obtain the same result, viz.the choke butterflies rarely close. I think that one of the two coils is shorted out or faulty, thus not giving sufficient pull.If I apply a very small amount of mechanical pull onto the choke mechanism ( light finger pull) then the butterflies close but will not do so without assistance,I cannot see any sign of electrical burnout or such like ,I think 20 years of service has taken it's toll.What else could be wrong? Mabybe some one else has had this problem and has a fix, before I buy a new solenoid, Kind Regards William Wright.
