Default Mercury shift/throttle control problems

Hey everyone, I have a 88 Cajun Fish/Ski with a Mercury 150 Outboard. I just bought it and it has a "Hot Foot" installed in it. I think that when it was installed some parts were removed from the shift controller and now it doesn't work correctly. First the throttle only button is stuck pushed in. Second, the handle has to be pushed almost fully forward to shift into F gear, and then back past Neutral position to shift into N. To go to reverse, it's the same, only reversed. I removed the controller box and tried to figure it out, and noticed some parts were missing to disengage the throttle control. Does anyone have any pictures or information on this type of throttle so I can figure it out? Thanks.

Some extra info, it does shift into the F and R all the time. Also it doesn't look like the cable is stretched, when I watch the mechanism work inside the box, nothing happens until the handle is moved a long way. Thanks
