Shock from controls

When motor is running I get shocked when touching controls. I have checked plug wires grounds etc. Took black and yellow wire off of power pack and voltage on controls go away. Question with motor off I turn the key on and there is a small amount of voltage showing like .2. Could the switch be bad or is there a short in the black and yellow wire? If so can I just run a new single black and yellow wire? Grounding wire in controls is hooked up the way the diagram shows.

Bad ground. There is no way to get shocked if the controls and the outboard have the same potential

Sounds like the ignition kill wire (black/yellow) is touching the casing of the controls.... Open the control box up and have a look....
