1982 Evinrude 115 need help bringing back from the dead

Not much of a mechanic. Motor sat for a couple of years. it was bulletproof when it ran, so I figured I'd give it a shot, just to see if I can get it to idle. Carbs clean, fresh gas. New battery hooked to the harness: nothing. Thinking of pull-starting, but since the wiring is likely shot: worried that without the signal from the key switch, there is no chance it will run. Should it run without the key engaged?

Does ther soleniod click or are there any sounds from the engine?
Have you checked the fuse in the harness?
If you disconnect the the harness, the big plug under the cowling, you can pull start the engine, but in order to shut it down, you will have to choke it off.

Wiring may not be shot. Since you are new to boating and motors, are you sure something as simple as having the control box in neutral before you turn the key? This would prevent the motor from turning over as you described.

Check all the battery cable connections on both the battery and the mtr for being good, clean and tight.
