Is there even such a thing? That is an extremely bad environment for electronics that aren't hardened for it, and very good odds the outboard is probably going to be inside a covered metal structure (trailer) and not connected to power. Even the cowling itself often has insulation with a metal heat shield in it. (no gps gets in, no signal makes it out)
Far easier to just get a couple anti-theft transom bolts/locks, and maybe even a good chain if you aren't around for awhile. The idea is to just make it harder to steal your outboard than the one next door. That, and a good insurance policy.
