I've replaced the rectifier and still no tach. Where should I go from here?

If your charging system is working properly and all the wiring to the tach is good then the tach must be bad.

With motor not running, the battery showed 13 volts. With the motor running, the battery showed 12 volts. How can I confirm better whether or not it's charging properly?

You already confirmed that your charging system is not working. When motor is revved to high idle, voltage should rise. It appears your voltage doesn't rise. Check for AC voltage on yellow stator wires.
