1968 lark x heat exchanger

Hi guys
Got my lark up and running
Out of curiosity my heat exchanger tube is hot hot when the engine is running
Is this normal and should it be full of water or run dry.
It's the tube that runs from the engine to the carb

That is a hot air tube to supply hot air to turn the choke off. Should be dry, no water.
