Trying to solve a few problems. First, the starter will click but will not engage the flywheel. The bendix gear not jumping to engage. Also there is water around the #4 spark plug. it is dripping out pretty fast. Manifold, water jacket? there is no water in the engine oil.

Starter is least of your worries if cylinder if full of water.
Search the forum for water in cylinder, etc....for possible causes.
Head gasket, cracked block, manifold, lots of possibilities.

Once you get the water out, do a compression test.

Do a search for the starter as well. You may be able to pull all the plugs, jump the starter, and blow all the water out the plug hole.

How did you happen to discover the water? Did you come to a sudden stop on the water, was engine acting funny and shut down, etc....let us know what may have happened and that may provide some insight.
