need help with what could be a carb problem thanks

Hello everyone I have a 1978 70hp evinrude today I put it in the water for the first time since I got it I replaced rectifier it charges well and tach works. Lately she is really hard to cold start and I mean hard I prime the bulb and I it dosent get rock hard and when I took the air filter cover I saw some gas there. Like the motor is overflowing after the motor starts and heats up she starts right away and I have the same problem when I go to WOT some time it will turn off and other times it sounds as if it was floding and it turns off and then it starts right up again. When she gets to WOT at 5000 rpm she goes at 42km/h. Plz help me what should I do sea foam to clean carbs or a carb cleaning or a rebuild please help.
By the way the shocke opens and closes all the way fine
Also it runs rough in mid to low throttle

The main thing i would like to fix is the boging down when throtoling up and hard to cold start

The way you describe the problem it sounds like it might be time to overhaul the carbs.
