neutral plunger 30hp johnson

I have a 1995 Johnson 30hp tiller steer. I discovered that the neutral plunger(0325332) is broken. It broke at the top exactly where there is a small hole. I have the new part. My question is, does anythg go into this small horizontal hole in the top of the plunger or does it serve no purpose. I can't tell by looking at the diagram. Pictures would help if anyone has tjhis motor. Thanks.

I havent seen this plunger, but whenever i do think why have they manufactured a part this way as it seems pointless, i find out later as to why there is actually a specific reason for it.
Something can be made in a certain way to assist the manufacturing process but a hole on that doesnt look likely to be for that reason.
What engine section is that part for as i can only see an image of it
