power steering

I have a 1986 140 i just purchased. My first I/O when I started it noticed a leak it was oil cooler replaced put power steering fluid in and started motor. I was wondering if you take fill cap off with motor running should i see fluid moving in res?

Not really the action happens deeper. If you want to know if the pump works, turn the steering wheel. Check fluid level after turning wheel back and forth

should the fluid go up or down also do i need to bleed the line if they have air? and if so how do I bleed

Bleeding (air purging) is simply done by turning the steering wheel from lock to lock a few times with the engine running.... And no, the fluid should not go up and down. If the light is good, you might see it a slight swirling in the reservoir, that's about all.
