SOS: 280 Volvo out drive!!

I recently purchased (at auction) a "Classic Bayliner" a 1974 Skagit Offshore 22' hard top cabin cruiser with a 280 Volvo outdrive, all kept in near pristine condition. I've put in New batteries, fresh oil, fresh high Octane gas. I started the engine; a 350 Chevy to turn over after replacing the marine batteries. Everything works. EXCEPT. I cannot for the life of me get the outdrive to go down. I don't see anything that would inhibit the outdrive from dropping to "normal operating" position. I've lifted, pushed back and forth. No joy. There is nothing on the interior of the transom other than the steering mechanism. Does anyone have any suggestions? It does not appear to be electrically controlled. But I could be wrong. Suggestions? Anyone?

The 280 is usually controlled by an electric lift.
Inside the motor comp.
The rear on the right.
There is a rectangular box.It sets atop the lift.
Inside there is a couple of relays.
First take the electric motor off and test it.
Motor works? the the relays need to be switched.
Take pics of the lift as you do it.
That doesn't work?
Then all else fails, remove the lift and it should fall.
The lifts can get gummed up and need to be cleaned.
