Force 120 Outboard Reverse Trouble

I have a 1991 Froce 120HP Outboard that is having some reverse issue. When I first shift into reverse the engine just rev's, as if it is not going into gear. The engine works fine in forward gear, and after running in forward if you shift into reverse, it will catch and go into reverse. The clutch dog is brand new, and the gears were inspected and looked in good shape. Linkeage problem maybe?

Since forward is down, and since this is also shortening of the control cable at the engine end, It has more mechanical advantage than reverse. Look for a binding in the linkage that moving into forward will break free. Disconnect the cable and work the shift by hand. Now you will know if the problem is control box/cable or shift linkage at engine.
