7.5hp johnson kill button

My son's 1981 7.5hp Johnson won't shut off when the button on the end of the tiller is pressed. I have to choke it out to stop the engine. The wiring looks simple but any advice would be great! Does it just ground out the system?

Also, i'd like to install a emergency kill switch for my son's safety. Any suggestions?

The kill circuit for that engine would be:

Black/Yellow wire from powerpack to one terminal of a stop button (or kill switch), then from the other terminal of the stop button (or kill switch) to a powerhead ground. Nothing complicated.
