Check spark, compression, drain lower unit and see what comes out.
If you remove the lower unit, you can run the motor for 20 seconds, before it will overheat.
If the motor has sat, pour ~tablespoon of fuel/mix into each cylinder, replace plugs and crank. See if it pops off.
Although the public is unaware of this - and will biatch and moan - many starting fluids have added lubricants(2-5% common), are recommended for 2 strokes, and used properly can quickly diagnose fuel delivery issues, or wake up a mothballed motor.
