1979 Mercury 70 HP Control Box Issue

I have a control box that has been modified because, I assume, that the previous owner had lost the keys and rewired everything to switches on the dashboard of the boat. I had some electrical problems and wrongly thought that perhaps it was the wiring in the control box that looked a bit suspect. I cleaned it up and checked all the connections and finally chased down the problem to a bad ground on the engine itself. I put the box back together but the cam connecting the throttle and gear shift together fell into the bilge. As I had a bit of a time issue I decided to put the boat in gear and get home manually moving the throttle linkage. As I neared the dock I found that the shift handle was totally stuck in forward and would not move. Anyone have any ideas? I can't figure out what part could be stuck. Throttle and gear shift moved easily at the motor but something in the box is preventing the handle from moving.
