penta 5.7 osxi max speed/rpm

Hello
I have a doral 245 seaquest with a 5.7 osxi.. am unable to decide if the maximum speed am getting currently (30 mile/hour) id what I should expect!
Max rpm I get ( after trimming up) is 3.9 ..
The mechanic says the classic answer: clean the hull!... but I did !!!

How can I argue that please? As am sure such engine is ways more productive than that..

Fuel pump is new.. elec coil also and major service done recently!

What RPM did you get when the boat was new? Is it the same prop? You should get 4,800 WOT. If you previously, with the same set up got 4,800 then it is a lack of power and needs tuning. But if you have changed the prop, then that could be your problem.

I got this boat used and have no clue what was the top RPM. This makes it more hard for me I guess.
