1994 Evinrude 25 hp - need help identifying part

Hi,
I'm in the process of removing the starter assembly so I can get to the carb and clean it. I noticed a wire that's connected to the starter bracket near the solenoid and another end down by the fuel line connector. It's looks like it was cut because the 2 ends have a perfect angled cut. I'm no master mechanic, but it seems these 2 wires should be one. What is this for? Is it a ground for the fuel line connector? I tried finding it on the exploded parts lists, but haven't had any luck.

You can see in the picture what I'm talking about.

It's a ground strap. Evinrude added them to many electric start models as occasionally corrosion, gaskets, grease, etc. might allow poor grounding of the motor and chassis.

Thanks for the info Chinewalker. The 2 ends were long enough that I was able to use a butt splice/crimp to reconnect them. Now it's grounded again.
