Can anyone tell me if the pipe coming out of the oil pan is some sort of oil draining system? See attached photos...

AND can anyone tell me what kind of fuel pump this appears to be...either Carter or Mercury Marine? Getting some junk throu the clear tubing I had on it...and supposedly that indicates the pump diaphram is bad? I don't want to order the wrong pump...most won't accept them back or charge a 10% restock fee!

Looks like an adaptation of the OMC dipstick with a T for a drain instead of pumping it out the dipstick tube,
pump is Carter

If you look at the photo of the whole engine...there is a pipe plug in the end of the t fitting...is this some type of drain valve or dipstick? Haven't tried to unscrew the top or pull it out...just don't know and don't want to mess anything up.
