Ok thank you. It's a 1976 sea spirit cougar15 with a 70 Evinrude outboard. It sticks really bad and dogs down?

What you describe doesn't sound like it has anything to do with the length of the cables. Are you saying the cables are sticking? If so, it's possible that you can clean and re-lube them, but it matbe time to just replace them, especially if the outer sheathes are damaged.
