Shift rod height 98 Johnson 40 hp

Clutch dog gave out, installed a new one, and new gears, and pinion, I dont have a manual tho, can anyone help me out?

The height for a 20” long shaft is 21 15/16”.

If nothing else I’d take a shot at setting the short shaft height (15") at 16 15/16”
