1986 Merc 90HP fuel issue

I have a 1986 Merc 90hp that I can prime up the ball will get hard then i will start the motor it will run the fuel out of the carbs and line. any idea??? i was thinking the pulsator isnt working correctly but i dont know.

Make sure all your fuel lines are soft and pliable (no cracks). Make sure tank vent is open. Test the fuel pump.
