So the engine has run great so far. Question is, we are not sure when the water impeller was last replaced and Inread this should be done every few years...

It's a 1995 Johnson 30 hp electric start with a good stream of water out of it. Is it necessary if its got a good stream? I'd do it when the mechanic winterizes it.

Also, if we do, how much should a mechanic charge roughly?

Any other routine maintenance we should have done as new owners to this motor if its running well?

As long as you have a good stream I would run it for this season. The rule of thumb is if you don't remember or know the last time the water pump was replaced or the carbs have been cleaned then it is time to do them. The water pump an carbs are easy to do yourself if you have any kind of mechanical aptitude. I would suggest you try the water pump yourself this winter because the marine shops will charge you around 250-300 bucks. The water pump is only about 30.
