Did 1986 Bayliner Bass Boats have Tilt Steering wheels?

This may be silly, but I have had my 86 Bayliner Bass boat for a couple of years, I always thought the steering wheel was tilted up oddly, but just went with it anyway.

I discovered this weekend a threaded fitting on the underside of the steering column, and it got me thinking... could this be where a lever would go for tilt wheel?
