U-joint bellows orientation?

I am installing new bellows The U-joint bellows at one end have a flat edge. Do those go vertical at the outdrive side? Also, should the water input tube be install before or after the U-joint bellows?

never done this before but my bellows are marked top.

They go horizontal IIRC so there is clearance for the water tube and clamp. I put the tube on first, it can be a real pita.
