1984 Bayliner power trim Volvo Penta

I just got a Bayliner 2455 Volvo 225D 1984.
The Stern will come up when backing up. And would not go up when taking it out of the water. I had to lift it up and tie it .
It was free moving .Like no pressure ?
Please help
