1988 80hp 3cyl / Lower unit stuck in Forward

Back story:
1988 Mercury 80hp 3cyl (OB195172)
Had problem shifting.
Removed LU / snapped some bolts. Fixed the bolt issue.
Shift problem was somewhere else which has since been fixed.
LU was off and laying on its side for a long, long time.

Put the LU back on today.
LU is stuck in forward.
Took LU off again and shift shaft on the LU will go all the way CCW and I feel the detent.
The shaft can spin approx. 300 deg CW and I feel nothing along the way.
The prop stays in forward. No neutral, no reverse.

Ideas or advice welcome.

If the shift shaft coupler fell off or was taken off and the lower unit shift shaft was rotated then this would put the cam 180deg out of position?
Can I use the coupler to force the cam (CCW?) back to neutral then take the coupler off, realign it and then put it back on?
