fuel problems on a 112 spl johnson outboard

have a 1996 112 spl johnson will start and idle ok but when you put it under a load like pulling someone on a tube it will bog down and never get up on top or up to full speed unless you push in the key to activate the chock then it will pick up speed and run ok until you slow down to idle then it will die until you crank it several times since it is by now probably flooded gfrom using the chock so much to get it to run while pulling someone, could that be the carbs or fuel pump or something else??
