When I look at the service manual for these motors it looks like the only difference is the reeds. Does that mean that all I have to do is change the reeds on my 30 hp to make it a 40 hp?

Reeds might be part of it. Porting, exhaust tuning, and carburator could also be different. Compare parts manuals for the two engines to see what changes
