That is the trim pump system to raise and lower the drive.
Quicksilver Power Trim and Steering Fluid Mercruiser part number 92-90100A1
If quicksilver Power Trim and steering fluid is not available, SAE 10W-30 or 10W-40 engine oil can be used in the system but bear in mind that using engine oil will make the trim system run a bit slower in speed so try to use Quicksilver Power Trim and Steering Fluid if at all possible.
Also be sure to check and fill the oil level with the stern drive unit in the full down position.
