76 merc 402 throttle lever wont actuate carb

Hi Have a 1976 merc 402 that I just finished replacing all the electrical wires and components. Rebuilt the carb and went to adjust the linkages but the throttle lever will not actuate the linkage in the engine. I replaced the ignition switch also. I have a throttle lever which also is the gear selector lever and a smaller lever for the high idle and advance on the opposite side of control box. Engine will start, throttle lever will engage the prop. advance will high idle. Throttle lever will start to open the carb in the last 10 degrees of the travel as well as bring the advance lever back to the neutral position.

the advance lever cam inside control box follows the cam guide way on the throttle lever but the cable does not open or close until it reaches the end of the throttle lever's travel. When I opened up the control box did I loose something?
