This motor will not go above 2000 rpm at fast idle or in gear. I have replaced all fuel lines, pump,tank,fresh fuel again and rebuilt the carbs and changed spark plugs. Each plug gets good blue spark. Could this be a power pack issue. When I run the motor its kicking raw fuel/oil mixture out the exhaust ports.
