The boat is a 1997 4 cylinder 3.0 with a carb. not injectors.
I have a flexable clear tube that looks to be some sort of vaccum. It is coming from my fuel pump and I have no idea where it connects to my motor. I bought this boat used and the previous owner is deceased. Can anyone tell me or guide me to how i can find out where it goes. thanks

Shouldn't be anything in the tube. It's actually a hose that directs fuel to the carb should the fuel pump diaphragm fails. Cars would vent onto the ground, marine pumps feed it to the carb to prevent fuel in the bilge and a big explosion and fire.
Look under the edge carb there should be a fitting on it. Put the hose on along with a cable tie to hold it.
