slow to throttle up and rough / surging at low speed

I have an 80 hp Mariner, starts and idles great but I have to throttle up 'very' slowly or it wants to stall.
Once at higher speed it performs well.
When running at low speeds it begins to run rough and surges to the point I eventually have to go back to neutral or increase throttle to get it to smooth out.
Any ideas where I should look..?

Sounds like dirty or mis-adjusted carb idle mixture. if the carbs are clean, richen the idle mixture a bit and see if that helps

Thanks,
I will start there.., it just starts and idles so good I wasn't sure where to look first.
I even thought maybe the gas/oil mix could be off.
