I have a 1988 70hp VRO. This weekend I took it out, it starts just fine and throttles up great. After about 20-30 seconds it began surging. I had my son pump the bulb and it ran fine for 20-30 seconds at full throttle, then began surging again. I then had him slowly pump the bulb as I drove and it operated normally. Could this be my fuel pump or should I look at other causes?
