1992 Evinrude 9.9 coming out of the water in reverse

I've got a remote controlled Evinrude 9.9 and something is wrong with the latch that holds the motor down. When I put the motor in reverse and give it over half throttle it wants to come up out of the water. Has anyone seen this before or know what the problem is?

I'm assuming no powertrim. Is it rusty? Your lock pin is more than likely jammed up and needs to meet some grease and a little hammer action.
