1982 115 Johnson V4 outboard

While trying to start my outboard, I noticed the bendix not fully coming up and connecting to flywheel to start the engine. Before checking battery power, I manually rotated bendix up into the teeth of the flywheel thinking this was where its suppose to be. I charged battery and now bendix doesn't have enough power to crank flywheel. Anybody know how I can get the bendix back down to original position? Do I have to remove the flywheel? Any advice is greatly appreciated (see attached photos).

Just put a spanner on the nut at the top, hold it still and turn the bendix down by hand.
They do get stuck now and again.
Dont put any pliers or anything on the shaft beneath the bendix
