2004 40 hsp mercury fuel leak

I have a 40 hsp Mercury 4 stroke motor that is leaking gas and oil in the water and wont start. I prime the bulb and it looks like the fuel is coming out from the bottom and then floats on top of the water. I had the hose from the tank to the motor check and it seems to be working but bulb will not get hard. Also, replaced the spark plugs. Help !!!!!!

Sounds like the float needles aren't seating, the carbs need to be cleaned.

thanks for your reply, but again I have to stress my ineptness, can I get some carburetor cleaner and spray it or does it need to be taken apart?

Unfortunately it needs to be taken apart, carb cleaner can't get to the dirty parts from the outside.
