No power above 3000 rpms

I have a 1995 Evinrude 115hp. rebuilt the carbs and took it out today and she runs great up until 3000 rpms and then it's like she's starving for gas or something. Need help in a bad way. It was doing the same thing before I rebuilt Carbs. Also the bulb doesn't stay hard but i'm not sure if its suppose to. When you pump the bulb it trys to run right above 3000 but doesn't.

You could check into rebuilding the fuel pump or replace it. Also did you replace all of the fuel hoses?

Ok now I have replaced all the fuel lines, bulb and checked the pump ( which looked ok) what now. Runs better and will get on plane but still wont go but about 2/3 power?????

Please help

You could check to see if the throttle is advancing the linkage to WOT, it may be out of adjustment and not opening the butterflies all the way.
