Hello on my motor I have 95psi compression but one has 60. Can I run it? Or do I need to re ring it before I start it?

Before you start tearing it apart or even using it you need to do a decarbon treatment. Then do another compression test. My guess is that a thorough decarb with bring her back.

What did the cylinder walls like like? Should have no scuffing or grooves as these will kill a chrome bore engine.

Its a good system but drawback was 2 piece gear on crank , after 95 they are pretty trustworthy...

I would see why before running as these rarely carbon up as 30psi difference is usually sign of damage...

Its not scored any worse than the cylinders that have 95psi

It should have no scoring at all on any cylinders...its needs a overhaul and if all six are scored chunk it and find another block.

Ok not scored.. Very very minor groves. Passes finger nail test

The cylinders of a chrome bore should not/cannot have any grooves at all in them and you cannot test with finger nail. The picture you posted show scuffing 360? around cylinder. That cylinder and piston is damaged. If the rest look like that find a block as yous cannot be bored on sleeved to repair.
